深化臺日鄉村教育鏈結:本校教育學院赴日本和歌山大學展開實質學術交流

國立屏東大學教育學院持續拓展及深化國際學行鏈結。2025 11 月下旬,由教育學系莊念青副教授代表赴日,前往姊妹校日本和歌山大學(Wakayama University)教育學院展開兩校簽署合作備忘錄(MOU)後的首場實質學術考察。此次行程聚焦於「鄉村教育」、「跨年級教學(MGT)」及「教學圈(Instructional Rounds, IRs)」的實務運作,成功為本校教育學院及朱雀USR計畫注入國際化研究動能。

借鑒日本地方大學與縣市政府合作,探究培育在地教師之專業發展模式

和歌山大學教育學院作為日本關西地區重要的師資培育智庫,其發展之「教學圈」模式展現了其專業性與跨校協作,縮短教育理論與現場實務的差距。莊念青副教授此行深入瞭解了和歌山縣教育委員會(Board of Education)與大學間的強大鏈結:透過「全職派遣進修」制度,資助優秀在職教師回流研究一年。這種由政府補助學費、薪資並要求返校服務的行政機制,有效確保了專業知能能實質回饋於在地學校,對臺灣面臨少子化下的偏鄉師資穩定極具參考價值。

走訪紀伊田邊市,觀察鄉村教育中行政支持與網絡協作機制

訪視團隊深入紀伊田邊地區,在和歌山大學宮橋小百合副教授、須佐宏副教授及鹿兒島大學廣瀨真琴副教授的陪同下,實地考察田邊市立會津小學校及第三小學校。透過與瀨田公寬校長及田中活介校長的深度對話,研究團隊觀察到日本鄉村校長在「專業學習網絡(PLNs)」中扮演關鍵的「守門人」角色,其行政領導是推動校際專業對話與協作的核心。此外,團隊亦與教育委員會西川朋美指導主事交流,探討行政端如何透過法制與經費的支持體系,建構穩固的結構以活化鄉村學校的教育研究氛圍。

展望臺日合作,共築鄉村教育支持系統

本次交流為臺日雙方在鄉村教育與永續發展上的合作奠定了堅實基礎。莊念青副教授已獲和歌山大學邀請,將於 115 3 月初再度赴日,以「鄉村教師專業發展網絡」為題進行專題演講;緊接著在 3 月中旬,日方學者宮橋小百合副教授與廣瀨真琴副教授亦將受邀訪問屏東縣政府教育處長及相關人員,並拜會教育處進行實質座談。未來的行程亦規劃了更深入的鄉村學校實地觀察,並將邀集多位校長進行跨校合作研討會議。透過此類深度的專業對話,期能持續深化和歌山大學與本校教育學院在行政領導、教師支持系統及朱雀 USR 計畫上的國際鏈結,為兩地鄉村學校提供實質的專業發展解方。


Deepening Taiwan-Japan Rural Education Connections: NPTU College of Education Implements Substantive Academic Exchange with Wakayama University

The College of Education at National Pingtung University (NPTU) continues to expand and deepen its international academic connections. In late November 2025, Associate Professor Nien-Ching Chuang from the Department of Education visited our sister school, Wakayama University, for the first substantive academic mission following the signing of a Memorandum of Understanding (MOU). This visit focused on the practical implementation of Rural Education, Multigrade Teaching (MGT), and Instructional Rounds (IRs), successfully injecting international research momentum into the College of Education and the Suzaku Pioneer USR Project.

As a premier teacher education think tank in the Kansai region, Wakayama University’s School of Education has developed an Instructional Rounds model that demonstrates exceptional professionalism and cross-school collaboration, effectively narrowing the gap between educational theory and classroom practice. During the visit, Associate Prof. Chuang gained deep insights into the robust linkage between the Wakayama Prefecture Board of Education (BOE) and the university. Through a full-time dispatch study system, outstanding in-service teachers are sponsored to return to the university for a year of intensive research. This administrative mechanism, where the government subsidizes tuition and salary while requiring subsequent return to service, ensures that professional expertise is effectively reinvested into local schools. This model serves as a significant reference for stabilizing rural teacher workforces in Taiwan amidst the challenges of declining birthrates.

Field Study in Kii-Tanabe: Observing Administrative Support and Network Collaboration in Rural Education

Accompanied by Associate Professor Sayuri Miyahashi and Associate Professor Hiroshi Susa from Wakayama University, along with Associate Professor Makoto Hirose from Kagoshima University, the delegation conducted an in-depth visit to Aizu Elementary School and Tanabe Daisan Elementary School in Kii-Tanabe City. Through profound dialogues with Principals Kimihiro Seta and Katsusuke Tanaka, the research team observed that rural principals in Japan act as vital gatekeepers in Professional Learning Networks (PLNs), where their administrative leadership serves as the core for driving cross-school professional dialogue and collaboration. Additionally, the team consulted with Tomomi Nishikawa, a supervisor from the BOE, to explore how the administrative sector utilizes legal and financial support systems to build solid structures that invigorate educational research within rural school communities.
